老挝总理通伦：东博会已成为东盟与中国经贸合作的重要机制

老挝总理通伦在第17届中国—东盟博览会开幕大会上发表视频致辞时说，每年举办的中国—东盟博览会已成为东盟与中国经贸合作的重要机制，为双方的商界提供见面和交流的机会，共同探讨如何更好开展贸易合作和展示产品，推动东盟与中国的贸易与投资便利化，拓展双方的人文交流及旅游合作。正如通伦总理所言，刚刚圆满落幕的第17届东博会，用实际行动助推中老合作跃上新台阶。
二次担纲，老挝载誉而归
今年是老挝第二次担任东博会主题国，虽然受疫情影响，本届东博会延迟了两个月，但在这一特殊背景下，老挝各界仍倾情参与，足以体现其对东博会的高度重视和肯定。通伦总理在致辞中表示，17年来，东博会不仅展示了东盟与中国之间不断增长的贸易和投资合作成果，也深化了双方民众之间的友谊的纽带。借助东博会这一国际舞台，老挝站在聚光灯下向世人展现其独特的魅力，还与中国及其他东盟国家碰撞出合作共赢的“火花”。
第17届东博会期间，举办了老挝国家领导人与中国企业CEO圆桌对话会及老挝—中国投资推介会等系列主题国活动。共有50多家老挝企业通过线上线下参展的形式推介老挝的食品及饮料、木制家具、木制手工艺品、珠宝饰品、纺织品、进出口服务等特色产品。其中，共有20家展商参加实体展，展位达74个；有34家展商参加云上东博会，展出商品103件，访问量近4.5万人次。
推动中老合作拾级而上
作为共办方之一，近年来老挝在东博会上的表现可圈可点。与此同时，得益于东博会的推动，中老两国交流合作也不断密切。数据显示，2019年，中老两国贸易总额同比增长近13%，中国成为老挝第二大贸易伙伴和最大的投资来源国。2019年是中老旅游年，赴老挝旅游的中国游客数达100多万人次。老挝已成为中国投资者和游客向往的投资目的地和旅游目的地。

同时，一大批中老合作项目也不断落地生根，为中老两国人民造福。通伦总理在致辞中表示，目前，老挝已完成了13号国道重要路段的升级改造工程，为老挝加强与本地区其他国家的互联互通，更好地融入世界作出了贡献。此外，中老铁路作为老挝国家重点工程之一，也是“一带一路”倡议标志性的项目，铁路的建成将成为中老传统友谊发展历程中一个重要的里程碑。
不断扩容服务范围
当前，世界经济波动依然存在，尤其是在新冠肺炎疫情影响下，各国更需加强合作，尽快恢复经济发展。作为中国—东盟自贸区“助推器”的东博会也被赋予了更高的使命，在《区域全面经济伙伴关系协定》（RCEP）签署及数字经济发展的时代背景下，推动中老合作迈上新台阶。
通伦总理在致辞中表示，我们必须团结一心，共同抗疫，落实好双方在东盟—中国领导人峰会上发表的成果文件以及在11月15日签署的《区域全面经济伙伴关系协定》中所做的承诺，为双方的人民创造实实在在的福祉。同时，我们必须鼓励现代技术的交流与转移，促进数字经济转型发展。
从2014年起，东博会就设置了特邀合作伙伴机制，先后邀请澳大利亚、韩国等RCEP国家担任东博会特邀合作伙伴。日本、韩国、澳大利亚等RCEP国家的商会和企业积极参与第17届东博会。东博会秘书处秘书长王雷表示，今后东博会将在更大范围把中国与东盟10国的资源和市场优势与其他RCEP成员国的资本和技术优势紧密结合，服务区域经济一体化建设。

各位东盟国家领导人，

It is my great honour and privilege to deliver this speech at the Opening Ceremony of the 17th ASEAN-China Expo (CAEXPO) onbehalf of the Government of the Lao PDR and in the capacity as the country of honour for the CAEXPO with the People’s Republic of China (PRC). I would like to avail myself of this opportunity to express my appreciation to the Government and people of the People’s Republic of China (PRC), particularly the local authority and people of Guangxi Zhuang Autonomous Region for the excellent preparation made for this 17th ASEAN-China Expo (CAEXPO) and the ASEAN-China Business and Investment Summit.
非常荣幸代表老挝政府在第17届中国—东盟博览会开幕大会发表视频演讲。老挝是今年东博会的主题国。在此，我向中国政府和人民，特别是举办地——广西壮族自治区政府和民众表示衷心的感谢，感谢你们为筹备本届东博会和商务与投资峰会所付出的努力。

The annual ASEAN-China Expo (CAEXPO) and the ASEAN-China Business and Investment Summit are one of the important mechanisms of the ASEAN-China economic cooperation, which provide an opportunity for businesses from ASEAN and China to meet and share experiences on how best to conduct businesses and showcase their products with an aim of promoting and facilitating trade and investment between ASEAN and China, including promoting cultural exchange, tourism, and enhancing people-to-people exchanges.
每年举办的中国—东盟博览会和中国—东盟商务与投资峰会已成为东盟与中国经贸合作的重要机制，为双方的商界提供见面和交流的机会，共同探讨如何更好开展贸易合作和展示产品，推动东盟与中国的贸易与投资便利化，拓展双方的人文交流及旅游合作。
Over the last 17 years, the ASEAN-China Expo (CAEXPO) has not only demonstrated the growing trade and investment cooperation between ASEAN and China but also the deep bond between the peoples of ASEAN and China. I am of the view that the chosen theme:“Building the Belt and Rod, Strengthening Digital Economy Cooperation”for this 17th EXPO is timely and relevant in this contemporary world.
17年来，东博会不仅展示了东盟与中国之间不断增长的贸易和投资合作成果，也深化了双方民众之间的友谊的纽带。今年东博会的主题是“共建一带一路，增强数字经济合作”，我认为这是非常适时和契合的。
- Distinguished guests,各位嘉宾，
Year 2020 is of great significance to the ASEAN-China Dialogue Relations as it marks the 10th Anniversary of the establishment of the ASEAN-China Free Trade Area and the ASEAN-China Year of Digital Economic Cooperation. Importantly, the 23rd ASEAN-China Summit held on 12 November 2020 adopted numerous outcome documents, namely, the Plan of Action to Implement the ASEAN-China Strategic Partnership for Peace and Prosperity (2021-2025) and the ASEAN-China Economic Ministers’ Joint Statement on Combatting the Coronavirus Disease (COVID-19) and Enhancing the ACFTA. These documents provide essential guidelines for the enhancement of trade and investment between ASEAN and China in many years to come.
2020年对于东盟与中国对话关系发展历程具有非常重要的意义，因为今年是自贸区建成10周年，也是东盟—中国数字经济合作年。更重要的是，在今年11月12日举行的第23届东盟—中国领导人峰会上通过了一系列的成果文件，包括《落实中国—东盟面向和平与繁荣的战略伙伴关系联合宣言的行动计划（2021-2025）》和《东盟—中国经贸部长关于抗击新冠肺炎疫情加强自贸合作的联合声明》，为双方在未来加强贸易和投资合作提供了非常重要的指引。
Notwithstanding these developments, the global economic volatility persists and the economic growth continues to be undermined. These can be attributed to many factors, one of which is the COVID-19 outbreak, which continues to spread exponentially with many confirmed cases and deaths across the globe. The COVID-19 outbreak has not only posed an existential threat to humanity but also posed an immediate- and long-term threat to the socio-economic development, including to the stability and security of the region and the world as a whole. It is therefore incumbent upon us to resort to solidarity and unity in our fight against COVID-19 and jointly implement the commitment as outlined in the outcome documents of the recent ASEAN-China Summit as well as the Regional Comprehensive Economic Partnership (RCEP) Agreement recently signed on 15 November 2020 with a view to bringing about tangible benefits to the people of ASEAN and China. We should also continue to encourage an exchange and transfer of modern technological know-hows in order to facilitate a transition to digital economy.
尽管取得了这些发展成果，我们必须看到，世界经济波动仍然存在，经济增长乏力。造成这些现象的原因是多方面的，其中之一就是新冠肺炎疫情的爆发。目前，疫情在全球范围内快速蔓延，确诊病例和死亡人数不断增加。新冠肺炎疫情不仅危及人类生存，也对当下和长期的社会经济发展造成了威胁，影响本地区和世界范围内的稳定和安全。因此，我们必须团结一心，共同抗疫，落实好双方在东盟—中国领导人峰会上发表的成果文件以及在11月15日签署的《区域全面经济伙伴关系协定》中所做的承诺，为双方的人民创造实实在在的福祉。同时，我们必须鼓励现代技术的交流与转移，促进数字经济转型发展。
I could say without a doubt that in this new era, the digital economy has a potential role in accelerating the socio-economic development of the region and the world. The adoption of the Plan of Action to Implement the ASEAN-China Strategic Partnership for Peace and Prosperity (2021-2025) by the Leaders in 2020 also underscores the importance of intensifying ASEAN-China cooperation in digital economy of the region. Nonetheless, there remains digital divide and development gap within ASEAN – which must be taken into account when implementing the Plan of Action. For the Lao PDR, we are focusing on making necessary preparation to develop ourselves in order to adapt to the new digital economy through drafting the five-year national digital economy blueprint (2021-2025). The utilization of modern technologies in manufacturing will greatly decrease traditional geographical distance – which will no longer be a barrier to trade and investment.
我相信，在当今的新时代，数字经济已在加速本地区和世界社会经济发展中悄然发挥了作用。在刚刚通过的《落实中国—东盟面向和平与繁荣的战略伙伴关系联合宣言的行动计划（2021-2025）》中，双方领导人也重申了加强双边数字经济合作的重要性。但是，在落实行动计划的过程中，我们必须充分考虑到东盟国家之间存在的数字鸿沟和数字经济发展水平的差异性。老挝已草拟“国家数字经济五年发展蓝图”（2021-2025），着手准备发展数字经济以适应新的形势。推动先进技术在制造业的应用将极大地缩短传统地理距离，使之不再成为贸易与投资的障碍。
- Distinguished guests, 各位嘉宾
Since the announcement of the Belt and Road Initiative (BRI) by President Xi Jinping in 2013, the BRI has attracted broad interest on the international stage. The Lao PDR in particular has supported the BRI since the beginning and actively participated in the areas of cooperation under the BRI and His Excellency Bounnhang Vorachit, President of the Lao PDR, attended the first and second Belt and Road Forum held in Beijing. The Lao PDR was of one of the fifty seven (57) countries to establish the Asian Infrastructure Investment Bank (AIIB) from which we received a financial support to improve a critical section of the National Road 13, thereby contributing to the national efforts of the Lao PDR towards regional and international integration and connectivity. The Laos-China Railway project is also one of the major projects in the Lao PDR – an emblematic of the BRI – which is an important milestone in the traditional amity and friendship between the Lao PDR and China in this contemporary era.
自中国国家主席席大大在2013年提出“一带一路倡议”以来，吸引了全世界的广泛关注。老挝一直支持“一带一路”倡议并积极参与该倡议项下的相关合作。老挝国家主席本扬阁下亲自出席了在北京举行的第一、第二届一带一路国际合作高峰论坛。老挝也是亚洲基础设施银行57个创始成员国之一。依托亚投行的金融支持，我们完成了老挝13号国道重要路段的升级改造工程，为老挝加强与本地区其他国家的互联互通，更好地融入世界做出了贡献。老—中铁路作为老挝国家重点工程之一，也是“一带一路”倡议标志性的项目。铁路的建成将成为老—中传统友谊发展历程中一个重要的里程碑。
On behalf of the Government and people of the Lao PDR, I wish to reaffirm our commitment to extend our cooperation and support to the BRI with a view to building peace and bringing civilisation and sustainable development to countries along the Silk Road by promoting synergies between the BRI and the Master Plan on ASEAN Connectivity (MPAC) 2025, thereby facilitating trade and investment between the two regions.
在此，我谨代表老挝政府和人民再次郑重承诺，我们将继续支持“一带一路”倡议，与其他丝路沿线国家共创、共享和平、文明和可持续发展，加强“一带一路”倡议与2025东盟互联互通总体规划的对接，进一步推动地区之间的贸易和投资便利化。
Lastly, I would like to once again express my sincere appreciation to the Government of the People’s Republic of China, particularly the local authority and people of Nanning for the excellent preparation made for this important EXPO as well as various supports extended to the Lao PDR. I am confident that through an effective mechanism, ASEAN-China Dialogue Relations will continue to yield fruitful results and strengthen ASEAN-China as a region of civilization. And I wish the 17th ASEAN-China EXPO (CAEXPO) every success.
最后，再次衷心感谢中国政府特别是举办地南宁的政府和民众为东博会成功举办所做的努力，感谢贵方在各方面对老挝给予大力支持。我相信，通过这一有效机制，东盟—中国对话关系将继续结出累累硕果，进一步推动本地区社会文明发展。
